Then I asked a friend with a Mac to install the Elements 10 trial version on his OSX, and everything worked as if by magic, although it is the very same application as in windows.
So it is some sort of Microsoft bug in their OS-Architecture or bugs in the windows version of Apple Quicktime v7.x.
Premiere uses QuickTime to render the files,in OSX it is baked into the system and in windows it is a extra installation. Monitor Windows via taskmanager when you have Prel open and do render video. You will see a 'AdobeQuickTimeServer' Task, a 'Dynamic Linker' and a 'GPU Sniffer' .. it sounds not only horrible , it must be a nightmare that the application must talk in the background to various subprocesses and other applications to do what it should do. Somewhere in this interaction must be the problem under Windows OS.
